Skandia Gateway separates quay works, port dredging, and national fairway acceptance

Port of Gothenburg

Skandia Gateway is already in quay construction and has an awarded Boskalis port-side blasting and dredging contract, but the national fairway is being re-procured after the former joint tender was cancelled and redesigned. The optimized authority scope keeps 16.5 metres as the base depth and 17.5 metres as an option. Operating capacity still requires three distinct acceptance boundaries.

What changed

NCC's 7 December 2023 release controls the construction-stage quay order. The Port of Gothenburg's current page records February 2024 quay reinforcement, Q3 2027 authority dredging, and programme completion during 2029; its 20 April 2026 release controls the approximately SEK 202 million Boskalis port-side award and October 2026 to March 2027 window. The Swedish Maritime Administration controls the former joint procurement, its 17 October 2025 cancellation after over-budget bids, and the 4 May 2026 optimized split. That latest release sets 16.5 metres as the base depth, 17.5 metres as an option, an early-2027 national contract target, August 2027 dredging, and end-2028 completion without publishing a revised volume. EIB controls the approximately 700-metre quay package, roughly SEK 1.7 billion estimated cost, approximately SEK 850 million finance, and environmental controls. The closed CEF study is preparatory evidence, not construction proof.

Why it matters

A single project percentage or dredging quantity would blur different owners, contractors, budgets, environmental controls, and handover evidence. The port overview still carries about 11 million cubic metres, the cancelled 2024 tender described about 9 million, and the 2026 optimization reduced dredged areas without publishing a replacement total. Terminal users still need an accepted quay and crane system, an accepted port basin and turning area, and a commissioned national fairway with navigation markings and published usable draft.

Decision read

What remains open

Skandia Gateway is not one dredging job. The terminal quay has its own reinforcement and handover record; Boskalis' port-reach work covers blasting, dredging, material handling and the turning area; the national fairway remains a separate optimized package with its own quantities, edge beacons and acceptance survey. Published draft and demonstrated vessel access should follow the completed fairway, not be inferred from funding, tender notices or legacy volume estimates.

Next watchpoints

  • Boskalis mobilisation and production during the October 2026 to March 2027 window
  • NCC quay-front, sheet-pile, crane-beam, and erosion-protection completion
  • Dredged-material disposal, turbidity, piling, and vessel-traffic controls
  • Port-reach and turning-circle survey acceptance
  • National fairway award, revised controlled quantity, and August 2027 start sequence
  • Navigation-aid commissioning and formal usable-draft publication
  • Evidence that two large vessels can be handled under normal terminal operations
