Skandia Gateway combines an active 700-metre quay reinforcement and deepening package, an awarded Boskalis port-side blasting and dredging contract, and a re-procured Swedish Maritime Administration fairway package. The former joint dredging procurement was cancelled in October 2025 after bids exceeded the state budget, then split and redesigned. The optimized authority design keeps 16.5 metres as the fairway depth with 17.5 metres as an option and reduces dredged areas without publishing a replacement total volume. Usable capacity still depends on accepted quay, port reach, national fairway, navigation aids, and operating controls.

Contract route
The Port of Gothenburg and Swedish Maritime Administration opened a joint dredging procurement in November 2024, cancelled it in October 2025 after bids exceeded the state budget, and then split the work. The port signed an approximately SEK 202 million Boskalis contract for quay-adjacent blasting and dredging in April 2026. The authority reopened the optimized national fairway and edge-beacon package in May 2026 with a target to sign in early 2027. EIB records separately describe the NCC design-and-build quay package procured through partnering, with design contracted in 2020 and construction ordered in December 2023. None of the Boskalis, NCC, or EIB records constitutes the national fairway award.
Execution window
NCC entered the quay construction phase in December 2023 and the port records physical quay reinforcement from February 2024. The Boskalis port-side dredging window runs from October 2026 to March 2027. The authority's optimized procurement targets a national contract in early 2027, dredging from August 2027, and fairway completion by the end of 2028. The current port overview instead schedules overall programme completion during 2029. Both owner statements remain in the record until a common controlled baseline or accepted opening record is published.
Works package
The port-side system covers about 700 metres of quay deepening and reinforcement, excavation, rock-bottom securing, a new crane beam, replacement sheet piling, a new quay front, erosion protection, and Boskalis blasting and dredging beside the quay. The authority package covers the wider fairway, turning area, slopes, hydrography, and edge beacons. The May 2026 redesign narrows selected fairway sections, reduces the dredged area south and east of the turning area, keeps 16.5 metres as the base fairway depth, and retains 17.5 metres as an option.
Marine interfaces
Published volume frames are no longer directly comparable: the port's current overview retains an approximately 11-million-cubic-metre programme figure, the November 2024 joint tender described about 9 million cubic metres and 12 beacons, and the May 2026 optimized design says dredged areas were reduced without giving a replacement total. Quay and crane-rail integration, blasting, rock-bottom securing, turning geometry, live vessel traffic, beacon changes, dredged-material disposal, turbidity and piling controls, hydrographic acceptance, and operating restrictions must converge across two public owners and multiple contracts.
Commercial evidence boundary
The SEK 202 million Boskalis award is a bounded quay-adjacent package created after the failed joint procurement. EIB records show approximately SEK 850 million of finance against an estimated SEK 1.7 billion port quay project, not a value for the national fairway. The authority's budget increase and reopened procurement do not establish a national contract value or award. The port's 11-million-cubic-metre overview, the former tender's 9-million-cubic-metre scope, and the optimized but unquantified reduction should not be merged into one current production baseline.
