Molo Sali Phase B awards EUR 8.30m contract after Phase A close-out
Molo Sali Lot 2 Phase B now has a EUR 8.296 million contract with a four-member planned RTI led by Rossi Renzo Costruzioni. The package follows a separately completed and tested Phase A and is intended to restore the remaining sheet-pile perimeter, complete the quay and prepare the rear area for further fill and port use. Contract conclusion is verified; mobilisation, lower tiers and installed work are not.
The 23 July contract fixes the prime delivery group and result value
TED identifies the four winners, RTI leader, contract date, result value and subcontracting flag. Port-authority decisions describe the Phase A closeout, Phase B scope rationale and separate budget bases. Official diagrams show the planned scheme and do not document Phase B progress.
Only Phase B site records can establish physical progress
Phase B must connect to an already delivered wall section while stabilising the remaining canal edge and enabling a future working port yard. The interface carries design, settlement, fill, drainage, tie-in, marine-access and future-load risk. Phase A's acceptance fixes the tie-in baseline, while only Phase B site records can prove that the new perimeter and quay are being delivered.
Evidence conclusion
Phase B has four distinct commercial bases
TED identifies Rossi Renzo Costruzioni, Locapal, e-Marine and Impresa Costruzioni Mentucci Aldo as members of one planned RTI, not as subcontractors. The EUR 8.296 million result is distinct from the authority's EUR 9.746 million works basis, EUR 11.4 million Phase B budget and EUR 16 million Phase A-plus-B envelope. Intended subcontracting is recorded without a named lower-tier party. The award chronology establishes the delivery group and result value but not notice to proceed, wall quantities, fill acceptance or handover.
