Swansea signed Inland and Coastal Marina Systems UK Ltd for two River Tawe pontoons at GBP 411,775.70 excluding VAT. The current 20 July to 2 October 2026 period replaces a February-to-April tender window, but neither the award notice nor available owner and contractor pages prove fabrication, site possession or installation at Morfa Quay or New Cut Road.

The contract is active while both physical sites remain unverified

A two-location pontoon package concentrates design, fabrication and installation responsibility in one specialist contractor, but each site still has its own survey, shore connection, restraint or anchoring, access, tidal, navigation and commissioning risks. An administrative start date says nothing about whether either pontoon is fabricated, afloat, fixed or accepted.

Award value, tender estimate and predecessor evidence have distinct roles

The signed GBP 411,775.70 excluding-VAT value is distinct from the earlier GBP 449,999 estimate, and the GBP 494,130.84 including-VAT value must not be mixed with either. Inland and Coastal's documented 2023 River Tawe installation establishes contractor-specific local delivery precedent and provides an exact system photograph. It is not one of the two 2026 sites and cannot establish current progress. A site-specific fabrication, installation or commissioning record is required to advance the delivery status.
