Project record
Madagascar's signed US$305 million transport programme allocates US$102.24 million to ports and waterways: US$30 million for Majunga, US$32 million for Tulear and US$29.94 million for 200 kilometres of the Pangalanes Canal. The May procurement plan records a US$28 million Majunga works package pending implementation and a US$6.36 million canal maintenance and dredging-fleet package under review, while Tulear's main works and the canal's main dredging works were not listed as active works packages in that revision.

AIIB's project page confirms direct co-financing intent, Category A treatment and the same no-port-dredging versus canal-dredging boundary. Proposed status is not financing approval or effectiveness, and the IDA agreement sets 31 March 2027 as the co-financing deadline.
Read controlling sourceCredits 8004-MG and 8005-MG moved the World Bank financing from approval into a signed legal framework for a US$305 million project. Signature did not activate unissued marine packages, satisfy co-financing conditions or evidence physical works.
Read controlling sourceThe plan recorded the US$28 million Majunga works package as pending implementation, the US$6.36 million canal maintenance and dredging-fleet package under review, and a US$1.2 million landing-stage package cancelled. It listed no active main Tulear or canal-dredging works package, and planned dates do not confirm later notices or awards.
Read controlling sourceThe approval record dates the IDA financing decision before the 28 April public announcement. It confirms the programme, while component safeguards, tenders, contractors, mobilisation and accepted navigation outcomes remain later steps.
Read controlling sourceThe PAD allocated US$30 million to Majunga, US$32 million to Tulear and US$29.94 million to the Pangalanes Canal within an eight-subcomponent port and waterway programme. These are programme allocations, not contract values or awarded amounts.
Read controlling sourceThe appraisal PID and ESRS defined existing-quay work at Majunga and Tulear without port dredging and assigned spot dredging, turbidity, freshwater habitat and dredged-material management to Pangalanes. Site-specific instruments remained required before related bidding and works.
Read controlling sourceThe concept ESRS defined the three transport corridors and early high-risk environmental and social framework. It remained a preparation-stage baseline, with final budgets, package design and procurement status unset.

Verify issuance of the Majunga works notice and canal-equipment package, publication of the Tulear and main canal-works packages, and disclosure of site-specific safeguards before treating any component as an active civil-works tender.
This public project page is a tracked market record rather than a tender notice, contractual commitment, or commercial instruction. Use the status, confidence label, evidence-review date, and source note together when judging how much weight to place on the signal.
Read featured analysis Review methodology Submit stronger evidence or a correction Open project trackerThe 13 April 2026 Project Appraisal Document defines the final US$102.24 million ports-and-waterways component and its eight subcomponents, replacing earlier appraisal-stage figures. World Bank environmental records repeatedly state that Majunga and Tulear concern existing quays and container-terminal areas with no port dredging, while the Pangalanes component carries spot dredging, turbidity, freshwater-habitat and dredged-material risks. The final ESCP and appraisal ESRS require site-specific ESIAs and ESMPs, and a Pangalanes Dredging Management Plan, before relevant procurement or works. The 26 May revised procurement plan records a US$28 million Majunga works package as pending implementation, a US$6.36 million two-lot canal maintenance and dredging-fleet package as under review, a US$1.60325 million canal-works supervision consultancy as pending, and a US$1.2 million landing-stage package as cancelled; it does not list active main Tulear or canal-dredging works packages. The financing agreement was signed on 9 June 2026 and fixes a 30 September 2031 closing date. AIIB's 26 June page still describes its US$100 million contribution as proposed, so co-financing approval and effectiveness remain open gates.
