Role in marine infrastructure
APMF is Madagascar's public regulator for the port, maritime and inland-waterway subsectors. The Ministry of Transport and Meteorology retains overall responsibility for the Multimodal Transport and Logistics Project, while APMF's technical unit carries the port-and-waterway interface. The May procurement plan uses APMF package references for Majunga port works, Pangalanes landing stages and canal equipment, but their published states are pending, cancelled or under review rather than awarded.
