Daba's partial use precedes full-project handover
Oman awarded Daba fishing-port development to Al Sarouj Constructions for approximately OMR 40 million in June 2020. A Ministry update in June 2024 placed overall progress at 75%, with all concrete berths complete, the boat ramp operating and cargo vessels already calling. Full opening was forecast for the first quarter of 2025.
Concrete berths and boat access entered partial use
Oman News Agency's 2020 announcement identifies Al Sarouj and sets out the breakwater, basin, fixed-berth, floating-berth, beach and utility scope. Its June 2024 update supplies the 75% checkpoint, concrete-berth completion, partial vessel use and first-quarter 2025 opening forecast. The Arab Fund confirms financing context, while Times of Oman preserves the original contract announcement.
A broad marine scope sits behind partial operation
Partial vessel use confirms activity at parts of the harbour, while the wider package also includes breakwaters, floating berths, navigation aids, utilities and multipurpose operating areas. The forecast opening date needs a later completion statement before the whole project can be classified as handed over.
Evidence conclusion
Final handover depends on the remaining marine systems
Al Sarouj is confirmed as the main contractor for two kilometres of breakwaters, a deep harbour basin, 930 m of fixed berths, floating berths, a small-boat beach and shore infrastructure. The June 2024 update proves concrete-berth completion and limited operational use. It leaves pontoon suppliers, berth furniture, navigation aids, accepted depths and utility handover unnamed. The first-quarter 2025 opening forecast also lacks a matching owner-issued completion announcement.
Outstanding evidence
- Owner-issued completion and opening confirmation
- Final hydrographic survey and accepted basin depths
- Floating-pontoon installation and supplier identity
- Fender, bollard, ladder and access-system handover
- Navigation aids, lighting and harbour safety acceptance
- Utility connections across fishing, tourism and commercial berths
- Operating authority and berth-allocation procedures
- Sustained vessel calls across all intended user groups
