The owner expects dredging to start in September 2026. The environmental envelope defines a 432-hectare navigation-channel area including a 50-metre buffer, a -11.5 m Chart Datum design depth plus up to 1.0 metre of over-dredge, and up to 800,000 cubic metres across a 162-hectare disturbance footprint. A TSHD is anticipated, with a CSD possible for consolidated spots, and material is proposed for the 282-hectare SG7C sub-area of Spoil Ground 7 in Commonwealth waters. Future maintenance would require incorporation into the port's maintenance sea-dumping permit.

The bypass sits beside a steep-edged reach of Port Hedland's single 42-kilometre channel, where very large bulk carriers move in tidal convoys. Its value depends on work-vessel separation, VTS controls, passing lanes and refuge areas, dredging plume and fauna controls, disposal-site release, aids and hydrography, Harbour Master procedures, salvage-command handoff and the ability to move controlled traffic at reduced capacity when Zone 5 is obstructed.
Commercial evidence boundary
The award is a credible capital-dredging commitment and future fleet-demand signal, but the public maximum volume is an environmental envelope rather than a bill quantity. The package's economic value is continuity rather than added headline capacity: it becomes real only after regulatory closure, final geometry, nautical acceptance and an approved activation procedure support vessel transit around a blocked main channel.

Jan De Nul Australia became the named delivery contractor and the owner stated a September start target. The award left federal permit grant, plant mobilisation, final quantity, completed dredging, accepted geometry and operational release ahead.
EPA WA decided not to assess the proposal under Part IV
The state referral exited the Part IV assessment pathway after preliminary examination. That decision was not a federal sea-dumping permit, dredging approval, notice to proceed or construction acceptance.
Pilbara Ports lodged federal sea-dumping application SD2026-4091
The application sought a two-year permit for loading and dumping up to 800,000 cubic metres from the capital works. The current federal register records the application but does not list it among granted or refused permits.
The final environmental review documented the execution envelope
The review carried the channel, dredging, disposal, monitoring and marine-fauna controls into the referral record. It defined a maximum environmental envelope, not the awarded bill quantity or completed as-built works.
The salvage plan linked bypass activation to incident command
The port's response plan tied slow-speed passing and bypass activation to Harbour Master approval, salvage stabilisation and business-continuity sequencing. The procedure is planning evidence, not proof that the unbuilt route is available.
Pilbara Ports issued the offshore geotechnical investigation notice
Ocean Driller II and support craft were scheduled for approximately three weeks of boreholes and seismic work from 13 September under VTS controls. Investigation reduced design uncertainty but did not constitute capital dredging.
