Ports of Jersey selected VolkerFitzpatrick through a two-stage design-and-build procurement for the marine works in the Elizabeth Harbour redevelopment. The official award record carries GBP 40 million and a 14 May 2025 to 31 December 2027 contract period. Owner and contractor releases identify the Portside alliance of VolkerFitzpatrick, VolkerStevin and Geomarine, with Arup and Boskalis named as specialist supply-chain partners. The planned works combine a suspended deck and reclamation, a new lift-on/lift-off berth, berth-pocket and basin dredging, demolition or incorporation of the eastern RoRo pier, and a concrete-block return wall and revetment. Execution window
The award record states 14 May 2025 to 31 December 2027. Ports of Jersey's May 2025 milestone release described an approximately two-year construction programme planned from autumn 2026 to winter 2028 after detailed design. Its 2025 annual report says final design had commenced and planning-condition discharge was ongoing. The later owner programme supersedes the procurement end date as planning context, but neither date proves physical start or completion.
Works package
Marine works include a new LoLo berth and suspended deck, land reclamation and hardstanding, demolition or incorporation of the eastern RoRo pier, a concrete-block return wall and revetment, and dredging of a new berth pocket and basin. Planning evidence describes rock-socketed piles, percussive marine piling and prefabricated reinforced-concrete deck components. The worst-case offshore-disposal quantity is up to 80,000 cubic metres. The construction assessment uses a medium backhoe dredger, two 1,000-cubic-metre split-hopper barges and a tug, with an estimated 30 to 44 days of dredging depending on tides. These are approved planning assumptions, not an awarded plant schedule or measured production record.
Marine interfaces
The new LoLo workfront sits inside an operating ferry and freight harbour. Dredging, barge movements, pile installation, deck construction, reclamation, RoRo-pier interfaces and crane relocation must be sequenced around harbour traffic and berth availability. Planning evidence routes suitable dredged material to recycling at La Collette and residual material to the licensed FEPA disposal area about six kilometres southwest of the harbour. The accepted berth depth, actual dredged quantity, disposal split, marine plant, temporary navigation controls and post-dredge survey remain open.
Commercial evidence boundary
The evidenced opportunity is currently an ECI and design-stage delivery chain rather than a mobilised marine contract. VolkerFitzpatrick is the award supplier and the three-company Portside alliance is named, while Arup and Boskalis sit in the disclosed specialist partner layer without allocated packages. Lower-tier piling, dredging, marine logistics, disposal, temporary works, survey, concrete, fendering, mooring, electrical and commissioning scopes remain publicly unassigned. A Stage Two authorization or package-specific appointment would materially change the supplier map.
