Oman reports the Raysut Fishery Harbour rehabilitation at 100% completion for more than OMR 2.9 million. The physical scope is unusually visible: a 610 m breakwater, 250 m groyne, approximately 100,000 m3 of basin dredging, 70 m fixed quay, boat ramp, reclaimed land and internal infrastructure. The delivery graph is not. Gulf Testing Solutions names Archimedes as its client and marks the material-testing package completed; Renardet recruited for design review and construction supervision. The dredger, rock chain, quay supplier, surveyor and acceptance record remain absent.

ONA owner reports establish active works in 2024, 81% progress in January 2026 and the 100% completion statement syndicated in May. Oman eTender identifies the separate design-build and supervision tenders but not awards. Gulf Testing Solutions provides the exact-project Archimedes relationship and its own completed testing scope. Renardet's vacancy supports project-specific recruitment for supervision, not a controlled award. Final hydrography, operating acceptance and lower-tier marine awards are not publicly disclosed.

Completed assets still require contractor-level evidence

A 100% headline can hide the most consequential commercial details. Raysut exposes enough scope to estimate workfronts but not enough contractual evidence to allocate dredging production, breakwater rock, quay construction or hydrographic acceptance to named firms. That gap prevents reliable supplier market share, plant utilisation, unit-rate comparison and performance attribution even after the owner says construction is complete.

The public chain supports a completed owner-side construction state and an exact relationship between Archimedes and Gulf Testing Solutions. It does not support an official main-award value, Renardet award confirmation, or any named dredging, quarry, precast, fender, survey or navigation subcontract. The 2023 eTender workbook should be treated as the procurement identity, not the award result. The next required records are the signed works and supervision contracts, material approvals, dredging logs, post-dredge survey, taking-over certificate and first-season sediment performance.
