Oman's Ministry of Agriculture, Fisheries and Water Resources reports the Raysut Fishery Harbour rehabilitation at 100% completion after delivering a 610 m breakwater, 250 m groyne, 70 m fixed quay, boat ramp, internal road, lighting, CCTV, dredging and approximately 34,000 m2 of reclaimed land. The latest completion figure is more than OMR 2.9 million. Gulf Testing Solutions names Archimedes Marine Engineering and Contracting as its client for the exact design-and-build project and marks its material-testing scope completed. Renardet recruited for the separate design-review and construction-supervision assignment. The dredger, marine plant, armour-rock chain, surveyor, precast supplier and final acceptance authority remain publicly unidentified.

Contract route
The Ministry issued open design-and-build tender 367/2023/MAFWR/HQ-26 in May 2023 for sedimentation alleviation and additional marine and allied facilities. A separate open consultancy tender, 658/2023/MAFWR/HQ-81, followed in August 2023 for design review and construction supervision of the EPC works. The Q3 2023 official open-data package records the main tender in financial evaluation and the consultancy tender in bidding, but names no supplier, award value or signed contract. Execution window
The open design-and-build tender was published on 21 May 2023 and the supervision tender on 13 August 2023. An Oman News Agency update in October 2024 described active design and construction. ONA reported 81% progress on 28 January 2026 with completion expected in the first quarter. A 17 May 2026 ONA report syndicated by Al Roya states 100% completion. Those dates do not establish contract signature, taking-over certificate, defects period or operational acceptance.
Works package
Alleviate sedimentation and expand marine and allied facilities through a new 610 m protection breakwater, a 250 m rock groyne, approximately 100,000 m3 of basin sand dredging, a 70 m fixed quay, boat ramp and reclaimed land. The May 2026 completion report gives approximately 34,000 m2 of reclaimed land and adds a 1 km illuminated internal road, stormwater drainage and CCTV. Earlier owner planning described approximately 35,000 m2, so the completion figure is retained as the latest public quantity rather than merged into a false exact total.
Marine interfaces
Sediment interception by the groyne and breakwater, basin dredging, dredged-material and reclamation routing, armour-rock and filter placement, quay and ramp interfaces, drainage, hydrographic survey, navigation safety and fisheries operations all converge inside an operating fishery harbour. A 100% civil-progress statement does not by itself prove design depth, post-dredge survey acceptance, navigation release, defects close-out or sustained reduction in sedimentation.
Commercial evidence boundary
The latest owner-side report says the project cost more than OMR 2.9 million, while 2024 and January 2026 updates rounded the programme to approximately OMR 3 million. These are public project-cost figures, not a disclosed award value, final certified account or allocation among Archimedes, Renardet, Gulf Testing Solutions and lower-tier packages. The tender workbook contains no winner or value, and Gulf Testing Solutions does not disclose its package price.
