Saba turned a turbidity plume into a construction control
Black Rocks Harbor is reusing excavated seabed material in the breakwater core and temporary basin bunds. When fine particles created a visible turbidity plume in March 2026, the contractor stopped the activity and changed the excavation method so fines would be filtered on land.
A material-reuse route gained an operational stop rule
Public Entity Saba controls the dated plume, stop, method change, monitoring rule and material-reuse route. Its project page and permit decisions control the coral and water-quality mitigation framework. The update does not publish threshold values, results, accepted quantities or completed compensation, so those remain open evidence fields.
The environmental interface now has observable gates
Beneficial reuse is not complete when material is merely redirected from disposal. It needs a controlled excavation method, separation route, water-quality thresholds, monitoring locations, stop-work authority and an accepted destination in the permanent or temporary works. Saba has now tied continued construction to those environmental controls.

Reuse remains conditional on measured water quality
Dredged-material volume and composition require their own reconciliation against placement in the breakwater core and temporary bunds. Turbidity monitoring and corrective actions must then be tested against coral-relocation and compensation outcomes. Saba confirmed a method change and continued monitoring, but has not published threshold values, monitoring results, accepted quantities, screen installation or final environmental close-out. More than 1,000 relocated corals and a planned artificial reef remain mitigation commitments rather than completed outcome evidence.
