The formal contract title includes North Portwalk and Seawall Reconstruction, but the awarded Phase II package does not perform the main seawall rebuild. TRICO's package prepares the site and electrical backbone; the Port assigns steel-pile reinforcement, boardwalk replacement and the wider public-realm buildout to Phase III.

TRICO is confirmed while the electrical lower tier remains unnamed

Port Commission minutes establish award authorization, TRICO, Wood Harbinger's continuing support and the existence but not identity of the electrical subcontractor. The owner page and bid notice define the Phase II/III split. L&I controls its registered Contract Total and expected-start filing, which is not NTP.

Programme names can hide the actual work package

A contractor search based only on the formal title would wrongly attribute the future seawall, piles and boardwalk to TRICO. The owner page and bid notice instead define a tightly bounded enabling package: old-building demolition, electrical upgrades for M and N docks and Guest Moorage, a future-restroom water stub, parking access and paving. This distinction changes which lower tiers matter now: electrical installation, demolition, paving, water service, traffic control and marina continuity come before the heavy marine structure market.

Evidence conclusion

Three amount bases must remain separate

The Commission's unanimous 8 June authorization confirms TRICO as the selected construction prime, and the minutes retain Wood Harbinger for electrical design support. They also say an electrical subcontractor has been selected and has City of Edmonds public-works experience, but do not name it. L&I records USD 2,521,449.52 as Contract Total; the bid notice carried a USD 2.9 million engineer estimate; the current Port page estimates Phase II at USD 3.2 million. These figures describe contract, pre-bid and wider phase bases, so combining them would overstate the work. Executed-contract, NTP, lower-tier, outage and commissioning documents will determine when the award becomes field delivery.
