Despite the formal title North Portwalk and Seawall Reconstruction Phase II, the award is a site-preparation and marina-electrification package. It covers old-building demolition, M and N dock and Guest Moorage electrical upgrades, a future-restroom water stub, parking access and paving. The owner assigns actual seawall reconstruction and Portwalk structural upgrades to a separate Phase III programme.

Contract route
The Port advertised Project 2026-577 as a competitive sealed-bid, traditional bid-build contract with a USD 2.9 million engineer estimate, a 15% apprenticeship requirement and bid, payment and performance security.
