Hunan's inland-waterway green-port programme links three terminal components: six berths at Daorenji and six at Songyanghu on the Yangtze, plus three proposed berths at Songmu on the Xiang River. Local approvals and procurements have advanced Daorenji and Songyanghu III even though AIIB's USD 200 million sovereign-financing proposal remains at Proposed status. The record therefore separates lender preparation from locally financed delivery, and separates the active Daorenji and Songyanghu packages from still-unverified Songmu II construction.

Contract route
The programme began as a Hunan provincial initiative seeking a USD 200 million sovereign loan from AIIB, while delivery has proceeded through component-specific local procurements. Daorenji started under a provincial approval and later let one main construction package; the December 2023 candidate notice ranked CCCC Second Harbor first at CNY 609,322,049.97, and later government progress records identify it as the executing contractor. Separate Daorenji tenders cover supervision, environmental works and heavy equipment. Songyanghu III is being delivered through Hunan Waterway Engineering. No current Songmu II works award or mobilisation record is published.
Execution window
Daorenji started on 30 December 2022. Its 630 piles were completed between 29 March and 7 August 2024, upper-structure work was active in April 2025, and the main marine structure was reported complete in July 2026 before equipment installation and commissioning. Songyanghu III started in December 2024; 1,556 deck panels were cast from 1 September 2025 to 6 January 2026 before field installation. AIIB's 2023 appraisal, approval and December 2026 closing estimates were planning dates and have not been achieved in the bank's current public status. No current delivery window is verified for Songmu II.
Works package
Daorenji comprises six 5,000-tonne bulk berths designed to accommodate 10,000-tonne vessels, an approximately 840-metre high-pile quay, access bridges and conveyor galleries, with 16.6 million tonnes per year stated cargo capacity and 18.814 million tonnes per year design throughput in the environmental tender. Songyanghu III comprises six 5,000-tonne berths accommodating 10,000-tonne vessels, including four general-cargo and two multipurpose berths, approximately 758 metres of shoreline, 365.6 mu of backland and 7.6 million tonnes per year throughput. AIIB's concept also includes three Songmu II berths and technical assistance, but current works scope and award evidence for that component remain unavailable.
Marine interfaces
The active packages combine steel-pipe piling, open high-pile platforms, precast beams and deck panels, access bridges, conveyor systems, floating pontoons, cargo-handling equipment and live Yangtze navigation. Delivery must coordinate changing river levels, flood and wind exposure, berth geometry for larger vessels, small dredging and pier works, dredged-material and runoff controls, navigation safety, backland logistics, equipment integration and commissioning. Songmu II's Phase II interface must not be inferred from the existing Phase I terminal.
Commercial evidence boundary
AIIB's 2023 plan totals USD 520 million, with a proposed USD 200 million loan and USD 320 million government contribution. Hunan's July 2022 briefing instead described a roughly CNY 2.8 billion programme and the same planned USD 200 million loan application. Those are dated planning baselines, not approved funding or paid construction value. Component records separately put Daorenji's approved investment at CNY 1.247 billion and Songyanghu III at CNY 1.344 billion. The Daorenji CNY 609.322 million figure is the first-ranked main-works offer, while CNY 66.2288 million is the confirmed heavy-equipment award; neither should be converted into whole-programme spend.

Daorenji's main marine structure reached physical completion

Hunan's waterway authority reported that CCCC Second Harbor had completed the principal marine structure and installed the floating pontoons. Equipment installation, integrated commissioning, terminal acceptance and commercial operation remain separate later milestones.
