CCCC Second Harbor Engineering is a controlled subsidiary of China Communications Construction Company with port, waterway, bridge, municipal, water and environmental construction capabilities. The company says it has built more than 800 ports and terminals. At Daorenji, Hunan's first-ranked notice recorded a CNY 609.322 million offer, and later official progress records identify the company as the executing main-works contractor through 630 piles, upper-structure construction and July 2026 completion of the principal marine structure.
