Jorf Lasfar Multipurpose Terminal Quay Extension

Tanger Med Engineering visualisation of the Jorf Lasfar multipurpose terminal quay extension and mooring dolphin arrangement

Tanger Med Engineering; exact project feasibility visual

Marsa Maroc is extending the 310-metre multipurpose-terminal frontage at Jorf Lasfar so two larger vessels can berth more effectively. The owner earmarked MAD 240 million in 2024 and reported the project launched in 2025 with an expected capacity increase of about 50%. Tanger Med Engineering developed the earlier feasibility and preliminary design. Tectone's execution-design record names its client as 'SOAMEGC SUD' and defines block-quay extensions of 30.20 metres at -12 m and 50.40 metres at -14 m plus a mooring dolphin and 34.70-metre boatmen's bridge, creating a strong but spelling-qualified link to marine contractor SOMAGEC SUD.

Project anatomy

Contract scope and delivery roles

Client / authority
Société d'Exploitation des Ports (SODEP), trading as Marsa Maroc, terminal owner-operator and EBRD borrower
Delivery parties
SOMAGEC SUD - likely marine civil-works contractor; Tectone's project page names its execution-design client as 'SOAMEGC SUD', an apparent transposition that has not been corrected by a public award notice, Tectone - execution-design specialist for block quays, capping works, rear beam extensions, mooring dolphin, boatmen's bridge, closure bund stability and lifting beams, Tanger Med Engineering - confirmed feasibility, manoeuvrability and preliminary-design consultant before construction, Electric rail-crane supplier - separate EBRD component; supplier, exact Jorf allocation and commissioning remain unresolved
Contract route
EBRD's Board report says the Jorf Lasfar civil-works contract was awarded before Board approval after an open single-stage procedure advertised through Marsa Maroc's procurement portal. The Board report does not name the winner. Tectone's later execution-design page supplies the 'SOAMEGC SUD' client link but not a tender reference, signed award amount, subcontract date or acceptance responsibility.
Execution window
Marsa Maroc announced the MAD 240 million budget in May 2024, reported that infrastructure projects at Jorf Lasfar and Casablanca had launched during 2024, and described the Jorf extension as launched in its 2025 annual report. No public completion, first-vessel, hydrographic acceptance or operating-release date was located. The EBRD project remains Disbursing.
Works package
Extend the multipurpose quay through a 30.20-metre block-quay section at -12 m and a 50.40-metre section at -14 m; construct two capping arrangements and rear longitudinal-beam extensions; add a mooring dolphin connected by a 34.70-metre boatmen's bridge; verify closure-bund stability and lifting beams for precast elements. Earlier feasibility work described an existing 310-metre quay at -12.5 m with about 10 hectares of yard and a two-vessel cumulative length near 300 metres.
Marine interfaces
The works combine new block-quay structures, deeper geometry, mooring hardware and a separated dolphin with live bulk and general-cargo operations. Design must resolve the junctions between existing and new capping, rear beams and the closure bund, while the berth plan must support simultaneous larger-vessel mooring and climate-resilient quay performance under EBRD requirements.
Commercial evidence boundary
Marsa Maroc's MAD 240 million amount is an owner budget for the berth-front extension, not a disclosed contract award. EBRD's up-to-MAD 690 million senior loan covers four components across two ports. Marsa Maroc's broader MAD 4.4 billion investment programme and the bulk business-unit programme include other works and equipment. No signed civil contract value, subcontract value, variation ledger or final account is public.

Execution-design chain became publicly attributable

Tectone published a project-specific execution-design record naming 'SOAMEGC SUD' as client and defining the two block-quay extensions, dolphin and bridge. This materially narrows the delivery chain without replacing the missing owner award notice.

Source

Owner retained the extension as an active capacity programme

Marsa Maroc's annual report states the berth-front extension was launched and should increase terminal capacity by about 50%, but it does not claim physical completion or operating acceptance.

Source

Marsa Maroc earmarked MAD 240 million

The owner established a project-specific budget for the multipurpose-terminal mooring-front extension. The amount is retained as a budget rather than recast as a contract value.

Evidence gap

What remains unverified

Outstanding evidence

  • Marsa Maroc award notice and exact successful bidder legal name
  • Whether 'SOAMEGC SUD' on the Tectone page should read SOMAGEC SUD
  • North and south block-quay construction progress
  • Mooring dolphin and 34.70-metre boatmen's bridge installation
  • As-built depths, datums, hydrographic and structural acceptance
  • Electric rail-crane package award and terminal allocation
  • Operating release, variations and certified final account
  • Strict separation from Jorf Lasfar petroleum berth 8 Bis
