One Marsa Maroc loan contains four different port packages

EBRD project 55313 is one financing record, not one construction contract. It covers Casablanca quay deepening, Jorf Lasfar quay extension, a Casablanca hybrid crane and up to two Jorf Lasfar electric rail cranes. The two marine packages have already diverged: Casablanca has a 230-metre partial operating release within a 530-metre programme, while Jorf Lasfar has execution-design and contractor-chain evidence but no public completion or acceptance record.
The latest evidence closes one contractor layer and opens another
EBRD controls the four-component financing boundary and confirms that the two civil contracts and Casablanca hybrid-crane contract were awarded before Board approval. Marsa Maroc controls budget, launch and partial operating status. Tanger Med Engineering controls technical baselines. Tectone controls the Jorf Lasfar execution-design scope and printed client name. The owner and lender publications do not name either civil award recipient.
Financing, civil works and equipment must remain in separate ledgers
Aggregating the loan into a single project hides the physical sequence, procurement status and supplier opportunity in each port. It also risks assigning the same completion status to unrelated packages. The Jorf Lasfar execution-design record is especially valuable because Tectone names its client as 'SOAMEGC SUD', strongly indicating a SOMAGEC SUD delivery chain while leaving the owner award notice and exact legal spelling unresolved.
Evidence conclusion
The commercial edge now lies in the missing award and acceptance documents
Maintain two civil-project records and two equipment watch lanes under one lender umbrella. For Casablanca, record 230 metres at -12 m as a partial release and keep the remaining 300 metres, transition zones and final survey open. For Jorf Lasfar, publish Tectone as execution designer and SOMAGEC SUD as a spelling-qualified likely contractor, then seek the owner award before upgrading that attribution to unqualified confirmed. Do not merge either record with the separate 8 Bis petroleum-berth concession.
