P175915 carries three signed fishing-quay contracts: ETIC at Cap Skirring for USD 2.036 million, KELIMANE ENTREPRISE at Fass Boye for USD 1.938 million and FIDELE SARL at Ouakam for USD 0.693 million. Only Cap Skirring has a controlled official field-start signal. Fass Boye remains tied to a separate relocation package, and Ouakam requires temporary operations at a live export-approved landing site.

One programme now needs three different status tests

The contract amounts, suppliers and signing dates come from World Bank award records 1854477, 1855362 and 1854465. SENRM controls the Cap Skirring launch and preparatory site records. The current procurement plan controls the separate Fass Boye and Cap Skirring relocation-package status. Programme-level World Bank reports are not converted into site-specific progress.

The award ledger is only the first layer

A programme-level statement that the quay contracts are signed is accurate but operationally incomplete. Supplier screening, opportunity timing and delivery risk change materially depending on whether a site has launched, remains behind relocation, or must be rehabilitated without interrupting fishing operations.

Evidence conclusion

Three main contracts leave three distinct evidence gaps

The World Bank commitments total USD 4,667,453.34 across the three main contracts. Each contract carries a separate delivery sequence. Cap Skirring needs measured progress and equipment acceptance. Fass Boye needs the displaced-site package, compensation and site possession. Ouakam needs a temporary operating arrangement before live-site rehabilitation. The supervision, design, marine subcontract, ice, cold-chain, laboratory, water and wastewater supplier chain remains undisclosed. Programme disbursement and PDO reporting contain no site completion milestone.
