Kandla 17 has a berth design scope but no PPP award
DPA appointed IIT Madras in March 2025 to prepare the DPR for Kandla Multipurpose Cargo Berth No. 17. The INR 15 million fee plus GST covers modelling, berth, dredging, reclamation, back-up-yard and cost design. It does not award construction.
The owner-side design package is attributable and detailed
DPA's work order establishes the nomination-basis IIT Madras appointment, INR 15 million fee plus GST, 18 March 2025 work start and technical scope. IIT Madras records project IC24251616OEDEEN008228 at INR 17.7 million, apparently including tax. DPA planning and adviser documents preserve development and possible PPP context, but do not establish a construction tender, concession award, contractor or mobilisation.
The DPR defines the future procurement search
The appointment reveals the intended cargo and marine interfaces before a construction package is public. Wind-turbine and other heavy cargo, jetty and approach geometry, CWPRS siltation modelling, dredging, reclamation, mooring, equipment and utilities are all in view. This narrows the future supplier map without inventing a concessionaire, EPC contractor or subcontractor.

Berth 17 is best classified at owner-side design and approval. DPA has placed PPP mode in an indicative list of projects under approval, while an issued PPP or works RFP, DPR acceptance, preferred bidder, award, signed contract, notice to proceed and site mobilisation remain unpublished. IIT Madras is the confirmed DPR consultant. Any construction contractor or subcontractor attribution would currently outrun the evidence.
