DPA appointed IIT Madras on a nomination basis to prepare the DPR for Multipurpose Cargo Berth No. 17 at Kandla. The 12 March 2025 work order set INR 15 million plus GST and an 18 March start. Scope covers field review, CWPRS modelling, berth and approach design, heavy-cargo handling, dredging, reclamation, mooring, back-up yard, utilities, quantities and estimates. Later DPA records still place the project in owner-side development; no construction or PPP award is public.

Marine interfaces
The project must connect a new cargo berth and approach to Kandla's working creek environment. Bathymetry, sedimentation, berth geometry, manoeuvring, dredging, reclamation, shore protection, geotechnical design, mooring loads, fenders, bollards, utilities and heavy-cargo transfer all sit inside the DPR boundary. DPA's work order says it will approach CWPRS for the mathematical study with berth data and drawings supplied by IIT Madras.
Commercial evidence boundary
DPA's accepted consultancy fee is INR 15 million plus GST. IIT Madras records a sanctioned value of INR 17.7 million for the same project, which appears to reflect the fee with tax rather than a different construction package. Neither amount is berth-construction capex, a PPP investment commitment or an awarded works price.

IIT Madras began the owner-side engineering phase covering site appraisal, modelling, marine structures, dredging, reclamation, berth systems and cost preparation. Construction procurement remained outside the appointment.
