The separate 3 December 2025 quay-civils notice controls the adjoining 300-metre new quay and 758-metre upgrade interface and says dredging is by others. Scottish National Investment Bank reporting confirms the owner, broader port redevelopment and Phase 1 construction context. The July 2024 Marine Directorate record concerns the earlier licensed capital dredge and material routes; it does not approve or describe the 2028 Phase 2 contract.
