World Bank procurement data presents WD 17 as a USD 6,313,250.56 contract for upgrading ten fish landing stations and fish markets with Starlite Services Ltd. and Monalisa Construction Ltd. The final implementation-completion report records the achieved output as three fish landing stations and two fish markets, with the other five sites unable to start because of land-tenure disputes.

A ten-site award resolves into five completed assets

World Bank award data controls the two supplier names, reference WD 17, signing date and USD commitment. The May 2025 mission note controls interim percentages, the five blocked sites and the revised five-site target. The June 2026 implementation-completion report controls the achieved three-station and two-market output at project close.
