ETIC's Lot 02 contract carries a USD 2,036,379.22 commitment and a 15 January 2025 signing. SENRM then documented an official Cap Skirring works launch on 24 July 2025, described a 6,800 m2 site and stated a 16-month execution period. Physical percentage, structural completion, cold-chain installation, acceptance and commissioning remain unconfirmed.

Official launch leaves physical progress unmeasured

The SENRM launch is used only as a dated field-start signal. World Bank award data controls ETIC, the signing date and USD commitment. The RAP supplies preparatory site and relocation context. Programme reports do not provide Cap Skirring-specific completion evidence, and the 16-month owner schedule is not converted into an achieved finish date.

The shore-side system is broader than a quay headline

The ministerial first-block ceremony confirms a field launch after award. Site possession, an approved programme, measured work, equipment tests and taking-over remain distinct delivery milestones. Treating the owner schedule as achieved would overstate both progress and near-term operating readiness.

Evidence conclusion

A real start still leaves the delivery chain open

The decision-relevant package includes fish reception, local and export market functions, cold storage, ice, laboratory, water, wastewater, waste handling, truck circulation and support facilities. Each workstream carries its own supplier and acceptance trail, and those assignments remain undisclosed. Dated site evidence and package-level commissioning are required for a further status change; repeated scope descriptions leave the delivery position unchanged. The World Bank USD commitment and SENRM's rounded FCFA 1.7 billion figure cannot be combined until contract and owner budgets are reconciled.
