Vadhvan is a planned two-phase, all-weather deep-draft port near Dahanu in Maharashtra. India's Cabinet approved an estimated INR 762.2 billion programme including land acquisition, with 1,448 hectares of sea reclamation, a 10.14-kilometre offshore breakwater, nine container terminals and other cargo facilities designed for 298 million tonnes and about 23.2 million TEU per year. Those are programme design figures, not built or operating capacity. VPPL awarded an INR 16.48 billion EPC package for about 200 hectares of nearshore reclamation and shore protection to ITD Cementation, now Cemindia Projects, in December 2024. The current owner-posted status file places the offshore breakwater in technical bid evaluation, while the official eProcurement status for the offshore dredging, reclamation and protection-bund HAM package does not show completed financial evaluation or an award of contract. A separate June 2026 tender covers investigation of an offshore Daman marine-sand borrow area; it is site investigation, not a dredging or reclamation award.

Vadhvan Port Project Limited is the project SPV, held 74% by Jawaharlal Nehru Port Authority and 26% by Maharashtra Maritime Board. The programme uses a landlord model: VPPL packages core infrastructure, terminals are planned through PPP structures, the nearshore reclamation and shore-protection package was awarded as EPC, and the offshore dredging, reclamation and protection-bund package is being procured on Hybrid Annuity Mode. Package values and award states must be reported separately; the Cabinet's programme estimate is not a single marine contract value.
Execution window
Cabinet approval was announced on 19 June 2024 and the foundation-stone ceremony followed on 30 August 2024; the ceremony did not establish physical marine mobilisation. VPPL approved the nearshore EPC award on 31 December 2024. The owner opened the offshore HAM tender on 22 August 2025 and its current tender page lists a 17 July 2026 close, while the separate Daman marine-sand investigation opened on 12 June 2026 with a listed 15 July close. The official April 2026 road-access release states that first-phase capacity of 15 million TEU is targeted for operation by 2030. Tender dates and the 2030 target are not evidence of award, marine completion, terminal commissioning or commercial service.
Works package
The awarded nearshore package covers development of about 200 hectares and shore protection. The proposed offshore breakwater is 10.14 kilometres long. The HAM tender presentation defines phase-one dredging of the access channel to at least -20 metres Chart Datum, an 800-metre turning circle and inner basin to at least -17.5 metres, berth pockets to at least -19.5 metres, marine-borrow-pit dredging, 850 hectares of phase-one offshore reclamation to +6.8 metres and a protection bund around a 1,207-hectare land parcel; phase two adds 357 hectares. Those levels, areas and durations are tender requirements, not as-built results. The Cabinet's 1,448-hectare overall reclamation figure and a separate workshop's 1,227-hectare statement use different programme definitions and should not be merged without a controlled master-plan or contract reconciliation.

The marine delivery chain spans borrow-area investigation, bathymetry and geotechnical baselines, dredging and material winning, offshore reclamation, settlement and ground improvement, perimeter protection, a deep access channel, turning and berth areas, the 10.14-kilometre offshore breakwater, navigation aids, pilotage and towage interfaces, terminal quay and utility packages and environmental monitoring. The June 2026 Daman tender seeks marine-sand-borrow investigation over a 90-day work period. It supports material-source definition only and does not prove environmental clearance, borrow approval, production suitability, awarded dredging or accepted fill.
Commercial read
Vadhvan has crossed programme approval and one enabling-package award, but the defining offshore works remain in procurement. The INR 16.48 billion nearshore award cannot be used as the value or contractor evidence for the INR 51.11 billion breakwater estimate or the INR 192.3857 billion HAM package estimate. Likewise, the 298 million-tonne, 23.2 million-TEU and 15 million-TEU figures are design or target capacities, not throughput. A nonofficial lowest-bidder report is not an award; package status requires an owner award, official AOC or equivalent contract evidence.

The road award advances landside connectivity and carries the government's attributed 2030 first-phase operating target. It is not an award, mobilisation or completion record for the breakwater, offshore HAM package, terminals, rail, harbour systems or commercial port service.

The procurement covers offshore land creation by dredging, reclamation and protection-bund work. The current owner listing carries a 17 July 2026 close, but opening and deadline evidence do not establish technical or financial evaluation, AOC, contract execution, mobilisation or accepted output.
