Vadhvan's only awarded marine package covers nearshore reclamation

Vadhvan's approximately 200-hectare nearshore reclamation package is awarded. As of 15 July 2026, the owner tender page lists the offshore dredging, reclamation and protection-bund HAM package closing on 17 July and the Daman marine-sand investigation closing on 15 July. An award or AOC for either package or for the 10.14-kilometre offshore breakwater is not published. The four packages remain at different procurement stages.

What changed

VPPL's status file and JNPA's 31 December 2024 release control the nearshore award. The same status file identifies technical evaluation for the proposed INR 51.11 billion breakwater package. The owner tender page lists the offshore HAM procurement as opened on 22 August 2025 with a current 17 July 2026 close and lists the separate 90-day Daman investigation as opened on 12 June 2026 with a 15 July close. The official HAM tender-status page reviewed on 15 July does not show completed financial evaluation or AOC for the proposed INR 192.3857 billion offshore land-creation package. Owner workshop presentations control proposed geometry and package design but not award, mobilisation or acceptance.

Why it matters

Vadhvan's Cabinet approval, enabling-work award, two major offshore procurements and 2030 operating target do not describe one construction stage. Nearshore reclamation and shore protection have an owner-confirmed EPC award. The breakwater remains at an owner-posted evaluation state in the reviewed file. The HAM portal does not show completed financial evaluation or contract award. A live Daman tender is for sand-borrow investigation only. Contractors, consultants and suppliers therefore face different timing, qualification and interface questions across four distinct packages.

What remains open

Vadhvan is advancing through separate packages. The awarded nearshore reclamation work cannot be used as evidence that the offshore fill, breakwater, navigation channel or terminal PPPs are also contracted. Even the land-creation baseline needs reconciliation: the Cabinet cites 1,448 hectares, a workshop record 1,227 hectares and the HAM package 1,207 hectares. Mobilisation, accepted formation, as-built surveys and later navigation access will show how those scopes connect. The 2030 opening and capacity figures remain programme targets until the separate contracts converge in trial calls and repeat service.
