The team now works through design, logistics, cost and schedule with the authority, First Nations and regulators. A target-price design-build agreement comes later, after the initial work and financial close. Published scope and current milestone

The 13 July Vancouver Fraser Port Authority release is explicit that TerraMarine is preferred proponent subject to final negotiations. It also says the target-price design-build agreement follows sufficient initial work and financial close. Canada's 16 July Gateway Strategy record keeps the project in regulatory and project planning. The IAAC dashboard, verified on 10 August 2026, records 0 of 1 permits completed, the Fisheries Act authorization in progress from a 28 October 2024 application and no decision date; its displayed 89% measures elapsed target-window time, not permit or construction progress. Federal and provincial decisions define the approval and compliance boundary. Contract packaging and mobilisation implications
