Project record

Roberts Bank Terminal 2 landmass and wharf

Official planning rendering of the proposed Roberts Bank Terminal 2 beside the existing Roberts Bank terminals and causeway

Vancouver Fraser Port Authority; 2015 planning rendering via Impact Assessment Agency of Canada

Vancouver Fraser Port Authority has selected TerraMarine as preferred proponent for the principal marine package at Roberts Bank Terminal 2. The progressive design-build scope covers the marine landmass, three-berth wharf and berth pocket, widened causeway, expanded tug basin and selected environmental mitigation. TerraMarine now enters planning and contract negotiations; the authority says a target-price agreement would follow sufficient initial work and financial close.

Design in Canada

The July selection fixes the preferred delivery team and the package boundary, but it does not fix a final target price or prove financial close, notice to proceed, marine mobilisation or construction. Those gates should be followed separately.

Project anatomy

Scope, counterparties, and execution logic

Client / authority
Vancouver Fraser Port Authority
Delivery parties
TerraMarine, preferred proponent: FlatironDragados Canada, Van Oord Canada, Aecon Constructors and Carlson Construction Group, Arcadis Professional Services Canada, supported by Stantec, TYPSA and Tetra Tech Canada
Contract route
Competitive progressive design-build procurement with a target-price model. The authority issued the RFQ in July 2025, shortlisted three teams in November and received proposals in late May 2026. TerraMarine was named preferred proponent on 13 July 2026, subject to final contract negotiations. The authority intends to award a target-price design-build agreement only after the initial work has advanced sufficiently and financial close has occurred.
Execution window
The authority places financial close, construction mobilisation and early works in late 2027, followed by land reclamation from 2028 and terminal operations in the mid-2030s. These are current targets, not achieved milestones or an executed construction baseline.
Works package
Deliver the marine landmass; three-berth wharf structure and berth pocket; widened Roberts Bank causeway; expanded tug basin; and selected environmental mitigation and offsetting works for a terminal planned on approximately 320 acres of new industrial land
Marine interfaces
The package joins reclamation and berth-pocket formation to a new wharf, live deep-water navigation, tug access, the existing Roberts Bank causeway and adjacent Deltaport and Westshore operations. Federal approval carries 370 legally binding conditions, while the provincial certificate adds enforceable construction and environmental-management requirements.
Commercial read
TerraMarine has preferred-proponent status, not a signed target-price design-build contract. The public release does not disclose a target price, final contract value, financial-close terms or notice to proceed. The separate memorandum with Global Container Terminals is an exploration of a future operating and development agreement, not a terminal concession or operator award.
Next milestone
Finalized negotiations and a defined collaborative-development arrangement, followed by financial close and an executed target-price design-build agreement

Material change register

What changed, when, and what it proves

Only source-bound events that alter phase, scope, counterparties, delivery, completion, commissioning, or acceptance are listed. A change can advance the record without proving the next gate.

Canada referred the Port of Vancouver Gateway Strategy to the Major Projects Office

The federal record places RBT2 within the wider gateway strategy and describes the project as well advanced in regulatory and project planning. Referral does not replace the target-price agreement, financial close, permits or construction evidence.

Read controlling source

TerraMarine became preferred proponent for the landmass and wharf package

The selection identifies the construction and design team and starts collaborative planning and negotiations. The authority says the target-price agreement follows sufficient initial work and financial close.

Read controlling source

British Columbia issued its environmental assessment certificate

The provincial certificate added 16 legally enforceable conditions after the federal approval. It did not authorize the site to be reported as under construction.

Read controlling source

Federal approval imposed 370 legally binding conditions

The decision statement approved the three-berth terminal, widened causeway and expanded tug basin subject to a substantial compliance programme.

Record control

Evidence reviewed date is not a project-event date.

IMWO changes phase, participants, scope, completion, or acceptance wording only when a dated source establishes the change. The review date records when the evidence set was checked; it does not claim that physical work changed on that date.

Source record

The Vancouver Fraser Port Authority's 13 July 2026 release controls the preferred-proponent status, team, marine package, procurement history and stated delivery targets. Its body says selection remains subject to final contract negotiations and that the target-price agreement follows initial work and financial close; those qualifications control over the release subtitle's broader contract-award wording. Canada's 16 July Gateway Strategy record provides the 320-acre, three-berth planning baseline and confirms that RBT2 remains in regulatory and project planning. Federal and provincial decisions establish approvals and conditions, not construction progress. The lead image is the authority's 2015 planning rendering reproduced in the official environmental impact statement; it is not a photograph of current works.
