NEOM ammonia jetty enters commissioning with its marine chain exposed
EMJ Permadec; exact NEOM green-hydrogen marine jetty approach-trestle deck package
NEOM's purpose-built liquid-ammonia export jetty has moved into a late execution and commissioning sequence. NGHC reports the integrated project above 90% complete, Air Products says energization-led commissioning has started, and ICS Technologies confirms VTS radar commissioning. Full berth acceptance and first ammonia transfer remain outstanding.
Commissioning has started without closing the export chain
NGHC's 26 March 2026 record establishes more than 90% overall completion and first product in 2027. Air Products establishes final-completion and commissioning language and the purpose-built export jetty. EMJ Permadec names Jacobs and Saudi Archirodon; Longitude and Velosi define specialist engineering roles. ICS Technologies establishes VTS radar commissioning with MarinTel. Full berth acceptance, cryogenic loading readiness and first cargo remain outstanding.
The contractor map is deeper than the headline EPC
An overall completion percentage does not establish marine operating readiness. Saudi Archirodon's structure, the Jacobs and Longitude design chain, cryogenic transfer systems, VTS, mooring equipment, emergency systems, tanker procedures and port acceptance must converge before the first 2027 cargo.
Evidence conclusion
Berth release remains outstanding
Air Products is the primary EPC and system integrator; Jacobs is the named jetty consultant; Saudi Archirodon is the marine contractor. Longitude supported FEED review, risk and tanker-interface engineering. Velosi, EMJ Permadec, ICS Technologies and MarinTel are disclosed downstream. The VTS radar is commissioned, but the loading-arm, fender and quick-release, towage, hydrographic and first-vessel scopes remain open. The defensible status is commissioning with material marine acceptance gates outstanding.
Outstanding evidence
- Saudi Archirodon marine civil handover
- Loading-arm, fender, bollard and quick-release suppliers
- Integrated fire, gas, ESD and emergency-release tests
- Hydrographic, navigation and port acceptance
- Tug, pilot and line-handling service providers
- Named first tanker, first ammonia transfer and repeat exports
