NEOM Green Hydrogen Company is completing a purpose-built liquid-ammonia export jetty at Oxagon for up to 1.2 million tonnes per year of green ammonia. NGHC reported the integrated project above 90% complete in March 2026, and Air Products now describes construction in final completion with commissioning started through energization. The marine chain is unusually visible: Air Products is primary EPC and system integrator, Jacobs is the named jetty consultant, Saudi Archirodon is the marine contractor, Longitude supported the tanker-interface design and EPC process, and disclosed downstream roles include Velosi, EMJ Permadec, ICS Technologies and MarinTel. VTS radar commissioning is a component milestone, not proof of an accepted berth or first export cargo.

Contract route
NGHC placed the USD 6.7 billion integrated EPC agreements with Air Products. Public downstream records identify Jacobs as jetty consultant and Saudi Archirodon as marine contractor. Air Products appointed Longitude for design and tanker-interface support; Jacobs assigned Velosi for the marine-jetty material-selection and engineering work; Saudi Archirodon's supply chain includes EMJ Permadec for trestle-deck formwork. ICS Technologies and MarinTel appear in the commissioned VTS radar chain. Several operational and marine-equipment packages remain undisclosed.
Execution window
Full notice to proceed followed financial close in 2023. EMJ Permadec says its trestle-deck panels were delivered by the end of February 2024. NGHC reported more than 90% overall completion on 26 March 2026 and retained first green-ammonia availability in 2027. Air Products' current project page says construction is in final completion and commissioning started with energization. ICS Technologies disclosed VTS radar installation and commissioning on 3 March 2026. First liquid-ammonia transfer and sustained export service remain outstanding.
Works package
The disclosed marine facility comprises an access trestle and pipe rack, liquid-ammonia transfer pipelines from storage, loading platform, breasting dolphins, mooring dolphins, walkways, operator safe haven, substation and control building, roads, utilities and shore protection. The jetty is designed to transfer refrigerated ammonia directly to tanker ships. Longitude's work covers metocean, geotechnical, civil, structural, electrical, marine and tanker-interface reviews. Public records do not allocate the loading arms, fenders, quick-release hooks, navigation aids beyond VTS radar, tugs, pilots or hydrographic acceptance.
Marine interfaces
The storage tanks, refrigerated-ammonia pipeline, trestle pipe rack, loading platform, loading arms, berth and mooring structures, emergency shutdown and release logic, firewater and utility systems, VTS, pilotage, towage and tanker procedures must be tested as one export chain. The environmentally sensitive Red Sea setting adds coral, shoreline and navigation controls to dimensional, cryogenic, structural and operational acceptance.
Commercial evidence boundary
The main EPC, consultant and marine civil chain is placed and late-stage. Unallocated packages include loading arms, fenders, bollards or quick-release equipment, fire and gas systems, ESD, telecoms, navigation aids, hydrographic survey, tugs, pilotage, tanker-compatibility work and commissioning support. VTS commissioning narrows one operating-system gap, while berth and cargo-transfer acceptance remain outstanding.
