Murphy; Berth 29 completed-quay and hardstanding context

A May 2026 award notice retrospectively formalised Dublin Port's January 2023 single-party framework with Murphy International. It records Berth 29 as the initial contract and EUR 200 million as the framework maximum, while Murphy now says it delivered 21 call-offs during 2025.

One late notice exposes three different commercial layers

TED and eTenders establish the 31 January 2023 framework contract, Murphy as winner, Berth 29 as the initial contract and EUR 200 million as the maximum value. Murphy controls its own claim of 21 call-offs in 2025 and selected package status. Dublin Port's Great South Wall release is separate project evidence and does not state that the emergency works were a framework call-off.

The call-off count widens the visible project pipeline

The framework ceiling, initial contract and later call-offs are not interchangeable values. Keeping them separate prevents Berth 29 from being mispriced at EUR 200 million and turns Murphy's aggregate delivery claim into a clear research queue for named packages, accepted values, subcontractors and handover evidence.

Evidence conclusion

Named packages remain the missing control

Berth 29 has credible completion evidence, including a 120-metre combi-pile wall, anchor wall, tie rods, crane-rail foundations, demolition and material reuse. Murphy's current project page also names Berths 30/31 and McCairns Yard with a July 2026 target, but no owner-issued acceptance was identified as of 2 August. Dublin Port's separate EUR 2.5 million Great South Wall completion proves current Murphy delivery but does not publicly establish that it belongs to the framework. The complete 21-call-off package map therefore remains open.
