Tender 441/2023/MAFWR/HQ-36 entered financial evaluation in Oman's Q3 2023 eTender workbook for dredging work at Liwa Fishery Harbour. A later Recall-1 listing set a 19 December 2023 deadline. The recall supersedes the earlier status snapshot as the latest published procurement event, while the awardee, value, dredge prism, depth, sediment route, mobilisation and acceptance remain undisclosed.

Recall-1 superseded the evaluation snapshot

The Oman eTender Q3 workbook establishes the original financial-evaluation status and contains no supplier or value. TenderImpulse preserves the June 2023 market notice, while TendersOnTime identifies Recall-1 and its December deadline. Those disclosures do not provide an award, contract signature, issued quantities, field activity or owner acceptance.

Recall status changes the commercial reading

Financial evaluation did not establish a winner, and the subsequent recalled procedure prevents the old workbook status from being treated as an award. Historic SeaWorks dredging and Masirah Marine quay-wall work belong to the 2013 construction programme and cannot identify the 2023 maintenance contractor.

Evidence conclusion

Award and technical scope remain open

Recall-1 is the latest dated procurement event located for 441/2023/MAFWR/HQ-36. The original and recalled listings define one maintenance-dredging chain, not two awarded packages. No supplier or value appears in the official workbook, and a later award notice has not been published. Contractor outreach should therefore seek the recall decision, replacement procedure and issued technical scope before assigning plant or lower tiers.

Outstanding evidence

  • Recall-1 cancellation, replacement or award decision
  • Winning contractor, contract value and signed term
  • Dredge prism, target depth and survey datum
  • Sediment classification and disposal or beneficial-use route
  • Dredger, survey spread and marine-support lower tiers
  • Notice to proceed, mobilisation and navigation arrangements
  • Post-dredge survey, accepted quantities and harbour release
