Contract route
Kystverket ran an open works procedure under Norway's procurement rules above the EEA threshold. TED records the competition as dredging and pumping works with marine construction, waterway construction, environmental improvement and contaminated-soil disposal classifications. Kystverket says six tenders were received, Norvald Jørgensen was selected on 19 September 2025 and the contract was signed on 3 October 2025.
Execution window
The competition notice scheduled work from 21 September 2025 to 25 December 2026. Kystverket records project start in autumn 2025 and planned completion in December 2026. Its 21 April 2026 update reported blasting complete, about 26,000 solid cubic metres of clean material dredged and dredging and placement planned to resume on 1 June; no later official production quantity has been located.
Works package
Dredge 115,000 cubic metres of loose material from the harbour basin to the owner's -8-metre target; the tender describes a -8.3-metre design depth. Establish a blasted and bunded shoreline containment area for contaminated material, route clean material to a seabed deposit, place up to 10,000 cubic metres of clean material in the northern fill and build a boat launch. The project presentation separately uses rounded design quantities of approximately 22,000 cubic metres contaminated and 98,000 cubic metres clean material, which should not be forced to reconcile with the owner's 115,000-cubic-metre headline scope.
Marine interfaces
The work is being delivered inside an operating fishing harbour that lands around 7,000 tonnes annually and experiences its busiest season from February to April. Dredging, blasting, barge transport, contaminated-material containment and clean-material placement must be coordinated with fishing vessels, fish landing, relocated floating pontoons, high- and low-voltage services, water lines, temporary access, drainage, rock processing and reinstatement.
Commercial evidence boundary
Kystverket describes the contract as approximately NOK 83 million. The official Doffin result publishes NOK 82,950,376 as the result value and NOK 83,245,688 as the value of all contracts awarded in the procedure; it also reports received tenders from NOK 83,245,688 to NOK 169,829,524. Those fields are preserved as distinct procurement values rather than reduced to one false exact contract price. Doffin marks subcontracting as 36% with value unknown and names eight subcontractors.
