Project anatomy

Contract scope and delivery roles

Client / authority
Noatum Ports Pointe-Noire, the AD Ports Group (51%) and CMA Terminals (49%) joint venture operating under a 30-year extendable concession with the Republic of the Congo
Delivery parties
MAR Contracting SARLU-MBTP SA joint venture - design and construction of the quay wall, marine structures, crane foundations, quay infrastructure and associated waterside works, MAR Contracting SARLU-MBTP SA joint venture - topside yard, buildings, utilities, substations and supporting infrastructure, ZPMC - three ship-to-shore cranes and nine hybrid rubber-tyred gantry cranes, AD Ports Group - majority venture partner, terminal developer and award authority, CMA Terminals - 49% venture partner and future operating partner, No reviewed primary source identifies a dredging contractor, downstream marine subcontractors or the complete systems and buildings supply chain
Contract route
AD Ports Group signed a 30-year concession in June 2023, extendable by 20 years, and formed a majority-owned operating venture with CMA Terminals in February 2025. Its 2025 annual report recorded ESIA approval and an advancing EPC tender. In May 2026 it awarded two civil contracts to the MAR-MBTP joint venture and a separate crane contract to ZPMC.
Execution window
The concession was signed in June 2023 and the AD Ports-CMA venture announced in February 2025. Three main contracts were awarded on 18 May 2026. AD Ports expects construction to complete in approximately two years, placing the current target around 2028 subject to mobilisation and acceptance.
Works package
Develop a multi-user multipurpose terminal with a 420-metre quay, approximately 16 metres of water depth, a 100,000-square-metre logistics area, three STS cranes and nine hybrid RTGs. The marine package includes the quay wall, marine structures, crane foundations, quay infrastructure and associated waterside works; the topside contract covers the yard, buildings, utilities and substations.
Marine interfaces
Quay-wall design, marine structures, crane foundations, waterside works, yard levels, substations and ZPMC equipment must be aligned before integrated testing. The award identifies a 16-metre terminal depth but not the dredging contractor or acceptance survey, so navigational access remains an unallocated interface rather than a confirmed dredging package.
Commercial evidence boundary
The top-tier concession, equity and three-contract chain is public, including a combined USD 200 million award value. Mobilisation, notices to proceed, downstream subcontractors, ground conditions, dredging responsibility, detailed commissioning gates and final completion remain open. The broader concession investment estimate exceeds the value of these three awards.
