Contract Boundary

Pointe-Noire has two East Mole contract chains

Pointe-Noire Port Authority magazine page naming Congo Terminal's East Mole terminal and the Noatum Ports quay as separate facilities

Port Autonome de Pointe-Noire; issue 26 page 7 identifying the two distinct terminal projects

Pointe-Noire now has two major terminal build-outs whose similar location language can produce a false combined record. The Port Authority lists Congo Terminal's new East Mole terminal and the Noatum Ports quay as two facilities. Their concessionaires, contractors, quay lengths, equipment plans and delivery maturity are different.

The Port Authority supplies the missing separation test

Page 7 of the Port Authority's issue 26 magazine names 'le Mole Est, nouveau terminal en construction de la societe Congo Terminal' and 'le quai Noatum Ports' as separate facilities visited by the minister. Congo Terminal's own notices control CRBC and construction progress; AD Ports controls the separate Noatum concession and awards.

Concession and package chains diverge at Pointe-Noire

A project database that merges these records would assign CRBC's active 750-metre quay and dredging work to the wrong concession, or attach MAR-MBTP and ZPMC's 2026 awards to Congo Terminal. That error would corrupt contractor exposure, package status, capacity and market-opportunity analysis.

Evidence conclusion

Evidence quality now depends on keeping the boundary intact

Congo Terminal is an AGL, APM Terminals and SOCOTRANS concession company with CRBC constructing a 750-metre quay and Ingerop designing dredging and navigation interfaces; 400 metres were complete by July 2026. Noatum Ports Pointe-Noire is an AD Ports-CMA Terminals venture with a 420-metre quay package awarded to MAR-MBTP and cranes awarded to ZPMC in May 2026. Each project retains its own milestones and sources.

Outstanding evidence

  • Notices to proceed, mobilisation dates and completion milestones
  • CRBC dredging and downstream subcontract allocation
  • MAR-MBTP mobilisation and any separate dredging award
  • Independent crane and terminal-equipment supply chains
  • Concession operating-release dates and capacity claims
  • Port Authority maps or as-built drawings that fix the final site geometry
