World Bank financing is effective and the marine concept is defined. The current US$827 million estimate sits in a preliminary procurement plan; breakwater and dredging scopes may proceed as separate packages once the tender strategy is fixed.

What changed

The January 2026 World Bank report says financing became effective on 8 December 2025, works have not commenced and marine studies are nearing completion. The appraisal document's procurement table carries a preliminary US$827 million line for breakwater and capital dredging, then states that the package is likely to be separated after market survey and PPSD finalisation. It also says a dredging contract may include a three-year performance-based maintenance period. The US$830 million private-capital indicator concerns future terminal development under PPP and is not part of the marine-works award record.

Why it matters

The final split changes the addressable market and the risk owner. A combined package concentrates ground, hydraulic, dredging and interface risk under one contract. Two contracts put more coordination on Chittagong Port Authority, especially where breakwater completion, basin geometry, navigation systems and the future terminal operator must meet at an accepted marine baseline.

What remains open

The first commercial signal worth acting on is the approved PPSD and issued procurement notice, not the financing headline. It should settle package division, prequalification, rated criteria, design responsibility, target geometry, sediment route, completion testing and whether three years of performance-based maintenance stays with capital dredging. The terminal PPP remains downstream of feasibility and transaction-structure approval.
