Passengers returned through a temporary system while permanent pontoon, piling, linkspan, bridgehead, seawall, accessibility and environmental works remained in delivery. Treating service continuity as permanent acceptance would hide the remaining installation and commercial interfaces.

TMS is the confirmed NEC4 Option A design-and-build contractor at GBP 3,201,127 excluding VAT. Plymouth's GBP 4.2 million statement covers the wider investment, not a revised main-contract value. The harbour work window covers new-pontoon installation, piling and diving, while the centre confirms only the temporary facility commissioned on 17 March. Permanent completion remains unverified pending dated commissioning or owner handover.
