Port-Vendres shore-power award names four-party delivery chain

BOAMP award notice 25-50611 names SPIE CityNetworks as lead of the consortium with Nidec ASI and T.A.E.H., and names Guintoli as subcontractor, for EUR 5,436,212 of electrical work at Port-Vendres. A Department presentation dated 24 March 2026 places Quai Dezoums electrification under works in progress. Neither record allocates project-specific packages among the four parties or confirms energisation, vessel connection, acceptance or completion.
Official status advances from award to works in progress
BOAMP reports the award, tender count, contract issue date and named delivery chain. The Department's March 2026 slide marks the works as in progress; its EUR 1.5 million fishing-pontoon line does not refer to electrification. SPIE and Nidec pages describe general capability only.
The award defines a four-party delivery chain
The official notice identifies a consortium lead, two members and one subcontractor but publishes no workshare or subcontract value. It therefore does not establish who supplied the converter, built the technical room, installed civil ducts or performed commissioning at Port-Vendres. Those assignments remain unresolved despite the named four-party chain.

The award notice establishes a EUR 5.436 million electrical contract issued on 3 April 2025 after one electronic tender. SPIE CityNetworks is the consortium lead; Nidec ASI and T.A.E.H. are members; Guintoli is a subcontractor. Published award data omit consortium shares, subcontract value, executed lower-tier agreement and package allocation. The March 2026 Department slide places Quai Dezoums electrification in the left-hand works-in-progress column. The EUR 1.5 million estimate and Q3 2026 consultation shown in the right-hand column belong to fishing pontoons, so they are not an updated shore-power budget or a schedule conflict. The wider approximately EUR 29 million Quai Dezoums requalification also remains a separate cost basis. Current evidence supports construction, not energisation, connected-vessel service, commissioning, acceptance or measured environmental performance.
