BOAMP award notice 24-142787 records negotiated procedure contract 24 051, an award decision on 12 July 2024, contract issue on 20 November 2024, five tenders and a EUR 183,127,884.29 payable amount. HAROPA subsequently identified Terelian as consortium lead and SDI, a DEME Group company, as co-contractor when announcing contract notification and first interventions in December 2024.
Execution window
HAROPA's published programme targets commissioning in the first half of 2027. That remains a planned operating date. Public records confirm underwater foundation and armour placement in 2026, while channel completion, dike openings and tie-ins, hydrographic acceptance, navigation release and repeat inland-vessel use remain undocumented.
Works package
The contract covers execution design and construction of a 1,800 metre rubble-mound dike and associated dredging to create a protected 100 metre-wide navigation channel. The dike includes a sand-gravel foundation, all-in gravel core, graded rock filters and armour, natural inner armour and Accropode concrete outer armour. HAROPA estimates 1.8 million m3 for channel dredging, with immersible sediment routed to Octeville-sur-Mer and non-immersible material reused in a future platform at the former oil basin.

Commercial evidence boundary
BOAMP's EUR 183.128 million award belongs to one Terelian-SDI group tender and must not be doubled because both group members appear in the notice. HAROPA's current EUR 197 million programme split is Region Normandie EUR 86.05 million, State EUR 3.6 million, European Union EUR 24.9 million and HAROPA EUR 82.45 million. A December 2024 owner page instead allocated EUR 23.6 million to the State, EUR 11 million to the EU and EUR 76.35 million to HAROPA. Both sum to EUR 197 million, but no cited notice explains the reallocation.
