National Treasury lists the active award, KATLANTIC and ZAR 5,466,159. TNPA's RFP and rock specification define the technical and commercial tender boundary. The release has no award date or contract object, and National Treasury warns that the publication is not a complete record of all South African procurement.

The tender defines a traceable rock-placement package

The RFP turns a generic coastal-repair notice into a usable supply-chain boundary: landside survey, rock sourcing, sorting, transport, placement and out survey in a live port entrance. That makes quarry approval, grading, haulage and survey the relevant workstreams. It does not justify assigning unnamed subcontractors or floating-plant and diving roles from generic tender clauses.

The ZAR 5.47 million award should be treated as prime-award evidence only. The 30 January 2024 release date is the tender publication date, not an award date, and the three-month period is a tender requirement rather than an actual programme. The approximately 500 metre revetment and its 0.7-1.4 tonne armour describe the existing asset; the awarded tender scope is a localised cavity repair using about 1,000 m3 of 50-100 kg rock. The next credible delivery signals are an executed NEC3 contract, notice to proceed, in-survey, approved rock source, placement records and out survey.
