Port of Progreso expansion dredging and north-platform procurement

Government of Yucatan

Progreso now carries three distinct delivery records. Proyectos Mexico records the initial state-financed dredging phase as completed on 19 March 2026. Yucatan then marked the ceremonial close of that phase and the start of a separate SSA Marine Mexico stage on 19 June. In parallel, ASIPONA Progreso tendered construction dredging and formation of a 40-hectare north platform, but the official project database records the package as declared void by the 8 July ruling. A rebid, award or mobilisation for the federal platform package has not been announced.

Project signal

Tender in Mexico

Use Progreso as a procurement-reset watch, not as evidence that every expansion dredging package is in construction. Keep the completed state phase, the active private cruise-berth stage and the void federal north-platform tender on separate ledgers. The next investable signal is an official rebid, revised package or award with controlled quantities, dates and material-routing requirements.

Current status Initial state dredging phase completed and a separate private berth stage is active; the federal 40 ha north-platform construction-dredging tender was declared void on 8 July 2026, with no rebid confirmed Source confidence Confirmed

Project anatomy

Scope, counterparties, and execution logic

Client / authority
Administracion del Sistema Portuario Nacional Progreso for the federal platform package; Government of Yucatan for the initial state phase; SSA Marine Mexico for the separate private berth stage
Delivery parties
SSA Marine Mexico - separate private second-stage berth works, Federal 40 ha north-platform package - no awarded contractor
Contract route
ASIPONA Progreso used national public works tender LO-13-J2U-013J2U002-N-5-2026 for the federal north-platform construction-dredging package. The notice was published in the federal gazette on 2 June 2026; Proyectos Mexico records the 8 July ruling as void. The route for any replacement procurement is unconfirmed.
Execution window
The macro project database records the initial state phase beginning in August 2025 and completing on 19 March 2026. Yucatan announced the close of that phase and start of a separate SSA Marine Mexico stage on 19 June 2026. The federal 40 ha platform package has no delivery window after the void ruling because no rebid or award has been evidenced.
Works package
The void federal package covered construction dredging of the access-channel curve and overwidth, secondary and transition channels, a complementary area and the west berth basin; excavation of any material including rock; topobathymetric setting-out; pipe installation; transport without repumping up to 1.5 km; placement into the new north platform; mobilisation; and an anti-sediment mesh with a maximum 11 m height. The wider expansion baseline separately identifies about 12.9 million m3 of dredging, a 150 m to 180 m channel widening, a 13.3 m channel depth, 12.5 m basins and two 40 ha platforms.
Marine interfaces
The delivery boundary links hard-material channel excavation, turning and berth geometry, dredged-material transport, hydraulic or pipeline placement into the north platform, sediment control, topobathymetric survey and acceptance. Those interfaces must also remain separate from the private berth deepening and extension announced for SSA Marine Mexico.
Commercial read
The void ruling removes the federal platform package from an executable award pipeline until the owner publishes a replacement route. Suppliers should monitor whether scope, estimate, material handling, rock risk, sediment controls and programme are revised. The MXN 7.225 billion macro expansion estimate and the MXN 948 million private-stage investment are different commercial boundaries and neither is the value of a future replacement federal contract.
Next milestone
Obtain an official cancellation follow-up, rebid or revised procurement record for the 40 ha north platform, then verify bidder participation, award, notice to proceed, plant mobilisation, material route, hydrographic baseline, production and accepted platform and navigation geometry.

Material change register

What changed, when, and what it proves

Only source-bound events that alter phase, scope, counterparties, delivery, completion, commissioning, or acceptance are listed. A change can advance the record without proving the next gate.

Official project database revised the platform package to void

The database update records the 8 July ruling as void. Tender scope remains useful for package definition, but it is no longer evidence of an executable award path.

Federal 40 ha north-platform tender declared void

No participating company, award, contract value, mobilisation, replacement timetable or continuing execution route is identified after the void ruling.

State phase closed and separate private berth stage started

Yucatan distinguished the earlier public dredging phase from an SSA Marine Mexico stage that targets 13.3 m depth and a berth extension from 332 m to 450 m. This SSA Marine Mexico stage is separate from the void federal platform package.

ASIPONA Progreso published the federal tender notice

The notice established the national public-works procedure and calendar. Its 24 June proposal-opening date differs from the 26 June date later shown by Proyectos Mexico.

Macro database records initial state phase complete

The milestone closes the initial public dredging phase in the programme database; it does not close the private berth stage or the later platform procurement.

Read controlling source

State dredging phase reported at 90%

Yucatan reported approximately 1,363,393 m3 of rock, channel deepening from 11.75 m to 13.30 m, widening from 150 m to 180 m and lengthening from 7.4 km to 8.1 km within the initial phase.

Initial state dredging phase entered delivery

The programme database uses month-level precision for the start. That phase is the predecessor to, not evidence of, the later federal platform package.

Fernão de Magalhães arrived at Progreso

Evidence needed next

Obtain an official cancellation follow-up, rebid or revised procurement record for the 40 ha north platform, then verify bidder participation, award, notice to proceed, plant mobilisation, material route, hydrographic baseline, production and accepted platform and navigation geometry.

Decision watchpoints

  • Official explanation, cancellation follow-up, rebid or replacement procurement route
  • Revised scope, estimate, rock-risk allocation and programme for the 40 ha platform
  • Named bidders, evaluation, award, notice to proceed and contract value
  • Topobathymetric baseline, plant mobilisation and measured production
  • Dredged-material pipeline route, platform geometry and sediment-control implementation
  • Post-dredge hydrography and accepted channel, basin and platform elevations
  • Interfaces and schedule separation between the federal platform package and SSA Marine Mexico's private berth stage

Project availability status

This public project page is a tracked market record rather than a tender notice, contractual commitment, or commercial instruction. Use the status, confidence label, evidence-review date, and source note together when judging how much weight to place on the signal.

Record control

Evidence reviewed date is not a project-event date.

IMWO changes phase, participants, scope, completion, or acceptance wording only when a dated source establishes the change. The review date records when the evidence set was checked; it does not claim that physical work changed on that date.

Source record

Proyectos Mexico controls the 8 July void status and the package definition. Its tender page lists proposal presentation on 26 June, while the 2 June federal gazette notice lists proposal opening on 24 June; The discrepancy remains visible rather than being normalised. The macro project page controls the overall geometry, 12.9 million m3 baseline, platform programme and state-phase completion entry. Yucatan's 19 June release controls the separate SSA Marine Mexico stage. The February release gives earlier state-phase progress and quantities, and the July 2025 release identifies the Fernão de Magalhães arrival. Jan De Nul's vessel sheet is used only for technical vessel context, not to infer the prime contractor for an unnamed package.
