Progreso closes dredging phase as 40 ha platform tender is voided
Progreso's expansion cannot be described with one status. The initial state-financed dredging phase is recorded complete, a separate SSA Marine Mexico berth stage has started, and the federal tender for construction dredging and formation of a 40-hectare north platform was declared void on 8 July 2026.
Published scope and current milestone
Proyectos Mexico marks the procedure void and lists the package scope; the federal gazette carries the original procedure notice. The macro programme page gives the 12.9 million m3 expansion baseline and initial state-phase completion entry. Yucatan's 19 June release describes the separate private second stage, while its February and July 2025 releases provide initial-phase progress and exact project imagery. Jan De Nul's vessel sheet is used only to describe the photographed Fernão de Magalhães, not to assign an unconfirmed contractual role. The exact-location cutter-head photograph comes from Yucatan's February government update.
Dredging package and market implications
The void package includes hard-material excavation, channel and basin geometry, topobathymetric control, dredged-material transport, platform formation and sediment containment. Those are meaningful future procurement interfaces, but they are not current award or mobilisation evidence. Treating the private berth work as delivery of the federal platform would create a false contractor, schedule and capacity signal.

Award, mobilisation and survey evidence
Three procurement and delivery tracks are now visible. The initial state phase closes against the 19 March programme entry and 19 June government milestone. SSA Marine Mexico's private stage begins from its stated 13.3 m depth and 332 m to 450 m berth extension. The federal north-platform package returned to procurement after the 8 July void ruling, so the void tender's scope cannot be carried into construction. That package can move again only through an official rebid, revised scope, replacement procedure or cancellation outcome, followed by award, mobilisation, measured production, sediment controls, post-dredge hydrography and accepted platform levels. The date discrepancy remains visible: the federal gazette listed proposal opening on 24 June, while Proyectos Mexico later listed presentation on 26 June.
