Marsa LNG is developing a 1 mtpa LNG plant and bunkering hub at SOHAR Port through a USD 1.6 billion project owned by TotalEnergies (80%) and OQ Exploration & Production (20%). The marine works have crossed two different stages: Boskalis completed approximately 3.8 million cubic metres of dredging for the dedicated access channel, turning circle and berth pocket in April 2026, while BESIX continues construction of the LNG jetty, shore protection and drainage network. Current project imagery shows pile driving and prefabricated beam installation; it does not establish a complete jetty, installed loading arms, accepted berth or first LNG transfer.

Contract route
Split owner and contractor delivery. SOHAR Port and Freezone leads the dredged access and port marine infrastructure, with separate awards to Boskalis and BESIX. Marsa LNG placed the plant EPC with Technip Energies, whose downstream scope interfaces with the port-built jetty at the topsides, loading and control systems. Public records leave parts of the marine equipment, integration, towage and acceptance package chain unidentified.
Execution window
TotalEnergies announced final investment decision in April 2024 and the project broke ground in May 2025. Boskalis began dredging in February 2025 and completed the campaign in April 2026. BESIX described its fast-track marine contract as starting in summer 2025 with an approximately 16-month programme. Marsa LNG targets start-up in 2028. Jetty completion, topsides handover and an operational LNG berth remain outstanding milestones.
Works package
Boskalis dredged approximately 3.8 million cubic metres for a dedicated access channel, berth pocket and turning circle, using the Coastway and Willem van Oranje near an adjacent seawater intake. BESIX is building the new LNG jetty, shore protection and drainage. The Marsa-side jetty topsides comprise the pipe rack, process manifolds, LNG loading arms, safety systems and jetty control station. Buildings delivered through the Serka INTECS joint venture are a separate non-marine subcontract.
Marine interfaces
The dredged approach, turning circle, berth pocket, jetty piles and deck, shore protection, utilities, pipe rack, cryogenic transfer lines, loading arms, safety and control systems, navigation and mooring procedures must be accepted as one operating berth. The project ESIA separates SOHAR Port's jetty subsea foundation and access road from Marsa LNG's topsides, while substructure maintenance and mooring operations remain port responsibilities. That boundary makes dimensional control, load transfer, utility tie-ins, emergency shutdown logic, vessel compatibility and handover documentation critical.
Commercial evidence boundary
The principal civil marine packages are active. Outstanding work includes piles and deck, fenders and bollards, shore protection, drainage, topsides steel and piping, loading arms, controls, fire and gas systems, navigation aids, mooring studies, commissioning, hydrographic acceptance and first-vessel services. Current WSP references do not define its full contract scope.

Current construction evidence shows the LNG jetty substructure taking shape

BESIX and project-team updates show active piling, the Pauline jack-up platform and prefabricated beam installation, while reporting more than 1.5 million work hours without a lost-time injury. The evidence supports active construction, not structural completion or topsides handover.
