Public marine works contract 03/DPDPM/2021 was awarded to the SGTM-SOMAGEC SUD group. SOMAGEC gives a MAD 12,401,195,656.80 tax-inclusive value, 84-month duration and equal 50% participation. SGTM's project page gives a rounded value of approximately MAD 10 billion, while the contract sheet supplies the precise figure. SGTM says Marine Construction Maroc was formed in 2022 to manage the Dakhla works for the parent groups. Its disclosed role is project management, with no separate works subcontract published.
Execution window
The contract period runs from October 2021 to September 2028. The Ministry reported 50% progress during a 14 November 2025 inspection, 57.16% physical and 48.63% financial progress around 30 April 2026, and more than 60% overall progress in June 2026. June reporting put the marine viaduct at 85.4% and fill works at 44%. These intermediate percentages do not certify package completion or confirm the September 2028 handover.

SOMAGEC's project sheet lists 6,750 m of protection breakwater; a 1,330 m marine bridge or viaduct, 30 m wide; 854 m of quay at -16 m ZH; 1,924 m at -12 m ZH; a 180 m service quay at -6 m ZH; a 15 m by 100 m slipway; 1,856 m of protective groynes or bunds; and 68 hectares of reclaimed platforms. Principal quantities include 920,310 m3 of concrete, 279,000 m3 of dredging, 28,466 tonnes of reinforcement steel, 8,913,009 m3 of fill, 1,787,601 m3 of rock and 9,144,835 m3 of general material.
Marine interfaces
The offshore port depends on the 1.33 km access viaduct, armour and concrete protection-unit production, quarry and fill logistics, breakwater closure, reclamation settlement, dredging and hydrographic control, multi-level quay construction, berth furniture, navigation aids, utilities, yards and operating equipment. Progress is uneven across these interfaces: a near-complete viaduct can coexist with incomplete fill, dredging, quay, equipment and commissioning work. Final depth surveys, structural acceptance, settlement performance and operating-system tests remain separate gates.
Commercial evidence boundary
This is a live major marine project with a named prime joint venture and unusually detailed quantities, but the public subcontract map remains thin. The highest-value unresolved positions are dredging plant and execution responsibility, quarry and armour-stone supply, concrete protection-unit production, marine piling and quay methods, fenders and bollards, navigation aids, cranes and cargo equipment, utility systems, independent testing and the future operator. Supplier attribution should be made only from contracts, owner approvals, mobilisation records or signed company disclosures.
