Dakhla Atlantic Port has a defined prime contract: 03/DPDPM/2021, MAD 12.401 billion including tax, 84 months, and equal participation by SGTM and SOMAGEC SUD. Published quantities include 6.75 km of breakwater, 2.958 km of quays, 68 hectares of reclaimed platforms and 279,000 m3 of dredging. Responsibility below the joint venture remains undisclosed across several specialist packages.

Progress has passed 60%, but the package map remains incomplete

The Ministry's legal remit and Tanger Med Engineering's project page establish the owner, design and management roles. SOMAGEC's project sheet gives the contract number, joint-venture shares, precise value, schedule and quantities. SGTM confirms the award and identifies Marine Construction Maroc as a parent-group project vehicle. Ministry-attributed May and June 2026 reporting supplies interim progress checkpoints. No published contract names the lower-tier specialists or future operator.

Lower-tier contract holders remain undisclosed

A single headline percentage compresses very different work fronts. June 2026 reporting placed the 1.33 km marine viaduct at 85.4% and fill works at 44%. Dredging, rock supply, concrete protection units, quay acceptance, berth systems and terminal equipment can each follow different contractors, plant and completion tests. The joint venture therefore confirms the prime delivery entity, not every specialist, supplier or acceptance milestone.

The delivery structure has four distinct layers. The Ministry of Equipment and Water is the client through its ports directorate. Tanger Med Engineering holds a design, technical-assistance and project-management commission. SGTM and SOMAGEC SUD hold the main construction contract in equal shares, with Marine Construction Maroc formed by the parent groups as a project vehicle. SOCOTEC is reported in a surveillance role, although its full scope and value are unpublished. Published contracts name no specialist dredging contractor, quarry and armour supplier, concrete-unit producer, berth-equipment vendor, navigation-system integrator, cargo-equipment supplier or future operator.
