Cap-des-Caissie's two awards do not form one completion claim
Cap-des-Caissie now has two named marine primes across different workfronts: Les Entreprises St Louis on the CAD 710,930 dredging and containment-cell contract and Mskikue'j Enterprises on the CAD 5,094,275.75 wharf and shore-protection contract. The first term has expired and the second is awarded, but neither official record establishes physical completion.
A second award exposes the programme's package boundary
CanadaBuys controls both awards, values and dates. IAAC controls the wharf and revetment geometry and the regulatory determination. ECCC permits control authorised suction-dredging and pipeline-disposal ceilings, not actual quantities. DFO controls the wider Budget 2024 programme boundary. No source establishes structural mobilisation, 2025 dredging completion or a lower-tier package allocation.
Permits, awards, field delivery and acceptance are separate records
The disposal permit authorises up to 12,000 m3 at Cap-des-Caissie, but it is not a measured dredging record. The 2025 contract expiry is not acceptance. The 2026 award fixes a prime and value, while IAAC fixes structure dimensions and methods; neither proves mobilisation. Adding the two prices also omits any undisclosed owner, design or follow-on package.
Evidence conclusion
Mobilisation and structural delivery remain unverified
Procurement, permitted quantity, field delivery and acceptance remain distinct. For dredging, the missing records are the actual quantity, disposal report, post-dredge survey and final account. For the structural package, no cited record establishes mobilisation, drilled H-piles, precast panels, cast-in-place deck, revetment layers, electrical reinstatement or structural acceptance. Lower-tier allocation remains undisclosed in the cited award and assessment records.
