Kipini moves beyond Toddy's award but not to verified completion
Toddy Civil Engineering Co. Limited signed the USD 1,173,854.51 Kipini works contract on 11 June 2024. KEMFSED then recorded an October 2024 groundbreaking for the Tana River County site, confirming a physical launch without establishing installed quantities or completion.
Groundbreaking evidence follows the prime award
World Bank contract 1792980 establishes Toddy, reference KE-MOMBE&MA-TR-2024-012-CW, the 11 June 2024 signing date and USD commitment. KEMFSED's tender and ESIA define the marine, civil, mechanical and electrical scope. The January 2025 newsletter dates the October groundbreaking. Completion, acceptance, final spend and downstream awards remain unpublished.
The slip and treatment chain is still undisclosed
Kipini combines fish-handling buildings with a slip, boat-repair yard, gear-mending shed, access, drainage and wastewater treatment. The opportunity chain therefore extends beyond general construction into shoreline access, specialist treatment equipment, electrical systems and operational fish-handling interfaces.
Evidence conclusion
Kipini remains before completion and acceptance
The award and launch are confirmed milestones, while the tender's 12-month period remains a plan. Public evidence does not identify a slip contractor, boat-yard supplier, wastewater integrator, installed quantity, completion certificate, defects close-out or handover. The World Bank award dataset names Toddy as prime and explicitly excludes subcontract awards, so it cannot resolve those downstream packages.
