Ouakam's live landing site makes temporary operations a delivery gate
FIDELE SARL's USD 692,616.10 rehabilitation contract was signed on 5 February 2025. SENRM's diagnostic identifies an operating, export-approved 1,050 m2 landing facility, a nonfunctioning ice plant and related storage and user assets. It proposes a temporary lightweight facility and mini-market arrangements so fish handling can continue during works. No controlled source confirms that temporary setup, site handover or mobilisation.
Operating continuity sits before permanent rehabilitation
World Bank award data controls FIDELE SARL, the contract amount and signing date. SENRM's diagnostic controls existing-asset dimensions, operating status and the temporary-continuity concept. The map and planning recommendations are not used as evidence that mobilisation has occurred. No controlled post-award site milestone has been located.
Acceptance must cover service continuity as well as concrete
Ouakam is not a vacant greenfield site. Pirogue landing, fresh-fish handling, traders, the mini-market and export-related operations share a constrained Atlantic frontage. A works start without a functioning temporary arrangement would transfer construction risk directly into food handling, marine access and local livelihoods.

A live-site handover sequence remains undisclosed
The diagnostic maps a 4,000 m2 operating parcel and identifies no current land conflict in the targeted landing area, but it also records ageing assets, sea advance and a failed ice plant. The contract baseline should therefore be tested against temporary routing, marine access, hygiene, ice and cold-chain continuity, user segregation and final operating release. The difference between the USD 821,184 plan estimate and USD 692,616.10 award commitment is not a verified saving until scope and final account are reconciled.
