Poti Berth 14 is complete without a public contractor record
Poti's Berth 14 Phase 1 exposes a material gap in historical project intelligence. EBRD confirms the borrower, EUR 10.1 million project envelope, dredging and quay scope, equipment package and Completed status. TRACECA records a rehabilitated berth for 1,000-TEU feeder vessels. Yet the public chain stops before the works contractor, as-built dredging ledger, acceptance certificate and final account.
The physical and financing scope is firmer than the delivery chain
EBRD project 39858 controls the package scope, borrower, financing and Completed status. TRACECA supports the rehabilitation and feeder-vessel outcome. The Maersk record fixes the later acquisition date, and APM Terminals sources describe current operations. Those later ownership and operating records do not identify the original delivery contractor or supply missing as-built acceptance evidence.
Four Poti workstreams must remain separate
A completed project can still contain commercially important unknowns. Treating APM Terminals as the original contractor would confuse its later ownership role with delivery, while importing Boskalis's 2005-2008 breakwater work or a later new-port dredging package would merge unrelated contracts. The usable record is therefore both specific and incomplete.
