Malmporten has moved through a completed 2024 preparatory dredging package, an over-budget main tender, a redesigned procurement and a signed SEK 5.7 billion Boskalis-Van Oord contract for roughly 14 million cubic metres of remaining fairway and harbour works.

The Swedish Maritime Administration says the submitted bids exceeded budget and that the deepwater-quay procurement was also stopped. The subsequent design optimization was intended to reduce cost without changing capacity, safety or function.

The authority records completion of the 2024 preparatory works in October. That package was physical progress, but it did not complete the remaining fairway, harbour-basin, quay or deepwater-port works.

Preparatory dredging entered field execution

Optimus and Kahamari 2 started in the harbour area, followed by Magnor in the Sandgrönn fairway and planned support from Simson. The fleet disclosure is evidence of active preparatory production, not completion of the later main contract.

The market dialogue published the original whole-program baseline

The early owner brief described about 22 million m³, around 1 million m³ of rock, parallel port construction and normal operations, and an April 2024-December 2026 concept. These were procurement-planning assumptions and are not the current 14-million-m³ remaining-works contract.

The Swedish Maritime Administration's March 2022 market-dialogue page described an early whole-program baseline of about 22 million m³ and an April 2024-December 2026 implementation concept; those figures are historical, not the current contract. Its June 2024 record then separated a roughly 1.5-million-m³ preparatory package, and its July update named the working dredgers. The authority says that package finished in October 2024. Its March 2026 status record says the common main-works tender and deepwater-quay tender were stopped in February 2025 after bids exceeded budget, followed by fairway-design optimization and a new two-stage tender from September 2025. Port of Luleå's June 2026 award release instead describes the previous procurement as cancelled in September 2025; Both dated descriptions remain in the record because neither source reconciles the difference. The 2 July 2026 owner and authority releases confirm a signed SEK 5.7 billion contract for the remaining works, about 40 kilometres of fairway between 2027 and 2030, and completion by 15 August 2030. Boskalis and Van Oord describe an approximately EUR 500 million contract, split equally, for about 14 million m³ of sand, silt, clay, moraine, boulders and fresh rock, including drill-and-blast and reuse of suitable material for deepwater-port reclamation. The 14-million-m³ figure is therefore the current remaining/main contract scope, not a like-for-like restatement of the old 21-22-million-m³ whole-program baseline.
